PokeRisk
PokeRisk is an unofficial work-in-progress game project loosely based off the real board game Risk but instead using Pokemon. At the moment the rules are currently being rethought out so nothing down below is finalized.
Game Phases^
Part I - Preparation^
Each player is numbered and randomly distributed gym until there are none left remaining. Any player distributed lesser amount of gyms will be provided a TS bonus. Players then create usable teams for their gyms (the quicker the better). Once each gym has a team representing it, PokeRisk begins.
Part II - War^
Players cycle in their turn order assigned by their number until 1 player controls all 17 gyms and the game ends.
Turn Phases^
- Action Phase - The player may either request a casual battle, challenge another gym, or change the Pokemon in one of their gym teams.

The Game^
PokeRisk is played with several players in control of Pokemon gyms displayed on the map. The goal of the game is to take over other players' gyms while not losing your own. The winner is he or she who controls each and every gym on the map. A player with no gyms in his or her possession loses.
Gyms are acquired via gym challenges explained further below.
Team Score^
TS (Team Score) is ranking system given to your Pokemon teams. Each Pokemon team per gym you own generates a different TS, meaning if you own several gyms and teams then each of those teams would most likely have a different TS.
Your team's TS will be evaluated by the moderator but figuring out your TS beforehand can be useful and is recommended.
TS Calculation^
The initial TS calculation is based on tier ranking (as presented by Smogon). Each Pokemon in a team contributes TS according to their tier standing. Here is the "official" tier list.
- Arceus generates -40 TS
- Ubers generate -30 TS
- OU generate +1 TS
- BL generate +2 TS
- UU generate +3 TS
- NU generate +4 TS
Type Diversity Bonus^
For each additional Pokemon type other than your gym's original type in your gym's team, you gain +1 TS per additional type. This does not stack for the same additional types.
(ex: for Ice gym, if you have a Dewgong, Cloyster, and Lapras who are all Ice/Water types, you'll only gain an additional +1 TS for the Water type, but if you also had a Mamoswine then you'd gain another +1 TS for Ground type)
Monotype Bonus^
A Pokemon with only one type representing its respective gym type will generate an additional +1 TS (ex. if you use a Blastoise and Seaking in a Water Team you'd gain an additional +2 TS as they are both single Water types)
Regional TS Bonus^
A player may be awarded overall TS bonuses that affect all of their gym teams. This special type of TS bonus can be gained via controlling all the gyms in a certain region, shown below. If a player loses at least one gym in that region, than the bonus is lost. However it may be regained if the player recovers each gym in that region.
Gym Possession TS Bonus^
You gain +1 overall TS per each gym you own. The more gyms you take over, the more TS your teams will have. At the same time, if you lose a gym then you will lose the gym TS bonus.
Casual Win Bonus^
Winning a certain amount of casual battles with one gym team will add +1 TS to that team. This bonus can stack up to 5 times, but the amount of wins required to gain the bonus rises each time a team gains the bonus.
- Bonus #1 - 2 casuals won
- Bonus #2 - 5 casuals won
- Bonus #3 - 9 casuals won
- Bonus #4 - 14 casuals won
- Bonus #5 - 20 casuals won
Gym Region Bonus^
Region bonuses rewards an overall TS bonus for a player contributing to all of their gym teams. This special TS bonus is gained via possession of all gyms in a certain region (regions shown below). If a player loses at least one gym in that region, then the bonus is lost. It may be regained if the player recovers each gym in that region.
Final Gym Deduction^
After each gym team is created and finalized to become your gym team of choice, it will have -4 TS deducted from its overall TS. This applies only to a gym team meaning that it would be possible to challenge a gym leader with their same exact team because you would have (4) more TS than they do. This only applies to gym teams. More explained below.

Skipping^
You may skip your turn if you wish.
Casuals^
Casual battles are free battles between players using gym teams. They may be declined if a player does not agree to the request. You may force a gym to accept a casual with you by burning -1 through -5 TS from the gym team you wish to use. The forced rival gym may burn an equal amount of TS from their own gym team to nullify this action. Record casual battle results to the moderator.
Challenges^
To challenge a player for the rights to a gym, there are a few requirements.
- you may only challenge a gym connected to one of your own (see locations below)
- you must have casual battled (win or lose) the gym you wish to challenge (if a new player has controlled that gym since after your last casual with it, you must play a new casual battle with the new player before being able to challenge)
- you must use a team abiding to their gym type rules for the challenge matches, dubbed the challenger team
- your challenger team must have higher TS than the rival gym team's TS
If these requirements are met you may challenge a rival gym on your turn. If you win, you gain ownership of the gym and your challenger team becomes its gym team.
Challenges cannot be rejected like casuals.
Losing^
Losing a casual has no negative consequence.
If you are a challenger and lose a challenge match, then you will be penalized a semi-permanent -1 TS deduction on the challenger team that lost. This penalty may stack up to 5 times on one challenger team. Any further losses after the 5th will not penalize that team. Should your challenger team ever beat the rival gym, the TS penalties are removed.
Changing^
You may use your turn to change one of your gym team's Pokemon by requesting it to the moderator and reevaluating your new team. This will end your turn.
You may change your Pokemon's items and moves whenever you wish.
Gym Teams^
The gym team represents a gym and its unique type. 4 of the 6 Pokemon that make up the gym team must include the gym's original type. The other 2 remaining Pokemon may also have the gym type, but can also be an 'exception Pokemon' which does not have to have the original gym type. All exception Pokemon are gym specific, but all follow the same rule that they must have at least one move in their moveset with the same type as the gym's type (Hidden Power does not count). - Fighting Gym's Exception Pokemon - Pokemon in the Humanshape egg group
- Flying Gym's Exception Pokemon - Pokemon that can learn Roost or have the ability Levitate,
- Poison Gym's Exception Pokemon - Pokemon that can learn Smoke Screen or Poison Sting
- Ground Gym's Exception Pokemon - Pokemon that can learn Earth Power
- Rock Gym's Exception Pokemon - Pokemon in the Mineral egg group
- Bug Gym's Exception Pokemon - Pokemon in the Bug egg group or that can learn Silver Wind
- Ghost Gym's Exception Pokemon - Pokemon that can learn Will-o-Wisp or Spite
- Steel Gym's Exception Pokemon - Pokemon that can learn Iron Defense
- Fire Gym's Exception Pokemon - Pokemon that can learn Explosion
- Water Gym's Exception Pokemon - Pokemon in the Water 3 egg group
- Grass Gym's Exception Pokemon - Pokemon that can learn Magical Leaf, Leaf Blade, or Wood Hammer
- Electric Gym's Exception Pokemon - Pokemon that can learn Charge Beam
- Psychic Gym's Exception Pokemon - Pokemon that can learn Extrasensory or Confusion
- Ice Gym's Exception Pokemon - Pokemon that can learn Aurora Beam
- Dragon Gym's Exception Pokemon - Pokemon that can learn Dragon Pulse or Pokemon in the Dragon egg group
- Dark Gym's Exception Pokemon - Pokemon in the Black Color Group or capable of learning Nasty Plot
Rules^
Generation IV^
Pokemon can only have movesets that are legal up to generation IV (HG/SS).
Clauses^
Clauses ban certain things in Pokemon battles. The following clauses are in play:
- Species Clause - No two of the same Pokemon per team
- Item Clause - No two of the same hold items in your team, however items with similar effects like Leftovers and Black Sludge are permitted to be used in one team
- Evasion Clause - No use of increasing your own evasion via moves or items, however abilities cannot be avoided so Snow Cloak and Sand Veil are permitted. Accuracy reducing moves are permitted as well
- Sleep Clause - No more than one Pokemon can be put to sleep at one time, however Pokemon asleep from Rest do not count towards this
Hacking^
Hacking (PokeSav) may be used at the most minimal level to save unnecessary time. Hacking to create multiple items, teach moves, or level up is allowed. Beyond that nothing is. No hacking to alter natures, IVs, EVs, illegal moves, abilities, anything inside the Pokemon related. This also includes creating the Pokemon. Catch/hatch them all please.

Glossery^
- Poke - Short for pocket.
- Risk - A popular board game invented by Adolf Hitler.
- Moderator - One player assigned to be in charge of recording and regulating certain rules.
- Gym - A location on the map represented by a Pokemon team of a certain Pokemon type.
- Gym Team - A Pokemon team representing a certain gym.
- Challenger Team - A Pokemon team created with the intent to defeat a gym Team of the same type.
- TS/Team Score - A point system assigned to Pokemon teams. The overall score is generated/deducted in various ways. A higher TS is required on a challenger team to challenge a gym team.
- Exception Pokemon - Pokemon that are not forced to represent a certain Gym's type. There are allowed to be 2 Exception Pokemon on each Gym Team.
- Region - A group of gyms make up a region. Possessing all gyms in a region will provide an overall TS bonus on all your gym teams.
